Adjustment to Gas Cost Recovery Rate effective March 1, 2018

Fixed Monthly Customer Charge (FMCC)

The Fixed Monthly Customer Charge (FMCC) is a fixed charge that is applied each month regardless of energy consumed. This rate appears on your bill as a “$ per month” charge.

Base Energy Charge (BEC)

The Base Energy Charge (BEC) is a variable charge applied to the total energy consumed during the billing period. This rate appears on your bill as a “$ per GJ” charge.

Demand Charge (DC)

The Demand Charge (DC) (applies to Rate Class 3 only) is a variable charge. This charge appears on your bill as a “$ per GJ” charge and is multiplied by the greater of the Contract Demand, or the greatest amount of gas consumed in any 24 hour period during the current and preceding eleven billing periods. The Contract Demand is executed in a Distribution Service Agreement (DSA) and is determined by the customer, based on a forecast of expected peak day usage.

Gas Cost Recovery Rate (GCRR)

The Gas Cost Recovery Rate (GCRR) is a variable charge that appears on your bill as a “$ per GJ” charge. This rate is applied to the total energy consumed during the billing period. This is a “pass through” charge, meaning there is no additional mark-up applied by Heritage Gas. For Rate Class 1 customers using less than 500 GJs per year, this portion is reviewed biannually and is based on a 6 month forecast. The rate will be set on August 1st and February 1st of each year and is adjusted each period to reflect current market prices for natural gas. For Rate Class 1 customers using greater than 500 GJs per year, Rate Class 2, and Rate Class 3, this portion is reviewed monthly and adjusted to reflect current market prices for natural gas. This component is not regulated by the NSUARB.

The Fixed Monthly Customer Charge, Base Energy Charge, and Demand Charge permit Heritage Gas to recover the cost of delivering natural gas to residents or businesses. These costs include building, operating, and maintaining our natural gas system. These components are regulated by the Nova Scotia Utility and Review Board (NSUARB).
